Charlie’s story became the catalyst for a movement to protect the educational rights of children experiencing homelessness in Illinois. After his family was denied access to school because they did not have permanent housing, advocates, educators, and community leaders pushed for change — leading to the passage of the Illinois Education for Homeless Children Act in 1994, widely known as “Charlie’s Law.”

The law helped establish stronger protections and educational access for homeless children and families, helping shape broader awareness and advocacy efforts nationwide. Today, Charlie’s story remains a powerful reminder that every child deserves stability, dignity, and the opportunity to learn.
